The Act provides definitions for key terms: "the Minister" means the Minister for Industry and Commerce; "the Court" means the Labour Court; and "the Commission" means the Workplace Relations Commission. It defines "Garda Commissioner" and "Garda Síochána" by reference to the Policing, Security and Community Safety Act 2024, and defines "member" of the Garda Síochána as that term is used in the Act of 2024 but expressly excludes the Garda Commissioner and reserve members. "Act of 2024" is defined as the Policing, Security and Community Safety Act 2024.

The Act sets interpretation rules: references to Parts, sections, subsections or paragraphs are to parts of this Act unless another enactment is indicated, and references to other enactments are to those enactments as amended, including by this Act. It repeals the Trade Disputes Act 1906 and requires any reference to that Act in other enactments to be read as a reference to the relevant provision of Part II of this Act, without prejudice to section 20(1) of the Interpretation Act, 1937.
