The Act of 1994 is amended to align several definitions and provisions with the Gambling Regulation Act 2024: insertion of definitions for the Act of 2024, betting licence, in-person betting licence, in-person and remote betting licence and pool betting; replacement definitions of "licensed bookmaker" (a licensee of an in-person or in-person and remote betting licence authorised to act as a bookmaker) and "totalisator licence" (a betting licence authorising pool betting). Section 10(2)(k) and section 48(6) are made subject to the Act of 2024. Section 34 is replaced to permit the Authority, or a company of the Authority with consent, to apply for and hold a totalisator licence and provide pool betting in accordance with the Act of 2024, including from specified premises. Section 35 is updated to refer to in-person or in-person and remote betting licences that authorise acting as a bookmaker. Section 53 is revised to make regulation-making subject to the Act of 2024 and this section, to substitute references to "relevant betting activities" in specified subparagraphs, to require consultation with the Gambling Regulatory Authority of Ireland before making regulations on matters in paragraphs (b)–(e), to align permitted days/hours with section 176(1) of the Act of 2024, and to define "relevant betting activity" as in the Act of 2024.

Transitional provisions preserve existing rights under the pre-amendment Act of 1994: holders of bookmaker’s licences in force under Chapter 3 of Part 10 continue to be governed by the former Act, and where Horse Racing Ireland or its company/subsidiary held a totalisator licence immediately before commencement, the former Act and any regulations continue to apply to that licence for as long as it remains in force.
