As soon as practicable after completing a directed investigation an authorised officer must prepare a draft report. The draft must state the scope and terms of the directed investigation (as defined under section 195(2) or as amended under section 195(3)), the steps taken, any findings and any failure by the licensee to co-operate. The officer must give the licensee a copy of the draft and a written notice allowing 14 days to make written submissions; the officer may agree a written extension on request.

After the submission period (as extended, if applicable) and having considered any submissions, the authorised officer must make any warranted revisions and prepare a final investigation report. The officer must not recommend or express any opinion in the draft or final report about action the Authority should take under section 197. The officer must provide the investigation report to the licensee and supply the report and any submissions to the Authority.
