Subject to subsection (2), the Authority may issue four types of betting licence: an in-person betting licence authorising the licensee to provide the betting activities set out in paragraphs (a), (c) and (d) (in so far as (d) relates to (a) and (c)) of section 3(1) from premises where a person attends to engage in betting and, in the case of pool betting, for an event, a series of events or a class of events; a remote betting licence authorising those activities by remote means and, for pool betting, remotely for an event, a series of events or a class of events; an in-person and remote betting licence combining the foregoing; and a remote betting intermediary licence authorising the activities in paragraphs (b) and (d) (in so far as (d) relates to (b)) of section 3(1), other than pool betting.

A betting licence does not authorise provision of betting in respect of matters prohibited by regulations under subsection (3). The Authority may, having regard to the public interest and public safety and having consulted with the Minister, prescribe matters in respect of which a licensee may not provide a betting activity (which may include criminal activities); where a proposed prescription concerns a matter for a Minister other than the Minister, the Authority shall consult that Minister before making regulations.
