15M. Referral

(1) Where the competent authority has agreed a settlement in accordance with section 15L(5)(d) with the undertaking or association of undertakings concerned as to the imposition of an administrative financial sanction or structural or behavioural remedy, and has prepared a simplified investigation report under section 15L, the competent authority shall -

(a) refer the matter to an adjudication officer for an order on consent under section 15X(8), and

(b) furnish the adjudication officer with a copy of the simplified investigation report.

(2) Where, having prepared a full investigation report under section 15L(9), the competent authority -

(a) forms a provisional opinion that -
