(1) Where a controller or processor does not appeal in accordance with section 142(1) against a decision by the Commission to impose an administrative fine on the controller or processor, the Commission shall, as soon as is practicable after the expiration of the period referred to in that subsection, and on notice to the controller or processor concerned, make an application in a summary manner to the Circuit Court for confirmation of the decision.

(2) The Circuit Court shall, on the hearing of an application under subsection (1), confirm the decision the subject of the application unless the Court sees good reason not to do so.
