The Chapter sets out the authority’s principal tasks: formulation and adoption of regulatory instruments; authorisation, registration and supervision of regulated entities; monitoring of market conduct and systemic risks; protection of consumers and investors; maintenance of official registers and collection of statistical and prudential information; approval of products and services where applicable; and provision of advice and reports to the government and legislature. It also mandates publication of guidance and annual reporting on activities.

The Chapter specifies powers to achieve those tasks, including inspection and audit powers, requests for information and documentation, on‑site examinations, issuance of binding decisions, interim measures, administrative sanctions and fines, suspension or revocation of authorisations, and cooperation and information‑sharing with domestic and foreign authorities.
