The Principal Act is amended to introduce and integrate “blind welfare allowance” across multiple provisions: section 2(3)(b)(i) inserts 161J after 156(1); section 139(1) adds paragraph (da) to list blind welfare allowance; section 241(2)(c) inserts blind welfare allowance after blind pension; section 244(1)(c)(iii) inserts blind welfare allowance after disablement pension and substitutes the phrase 'the pension, allowance, benefit or supplement' for the prior wording; section 246(3) inserts 161G(d) after 153(c); and section 247(1)(b) and (2)(b) add ', blind welfare allowance' after 'other than'.

Further amendments add subsection (16) to section 249 disqualifying persons from receipt of blind welfare allowance while undergoing imprisonment or detention in legal custody and, except where regulations otherwise provide, while resident outside the State; section 265(1) deletes subparagraph (iv) of paragraph (a) of the definition of 'relevant purpose'; and Parts 3 and 5 of Schedule 3 substitute provisions in Rule 1(2)(b) to include any income arising from blind welfare allowance under Chapter 5A of Part 3.
