Subject to section 113, a person may apply to the Authority for a Business to Consumer gambling licence; the application shall be in such form as may be specified by the Authority. The application shall specify the type of licence sought and, where relevant: where a betting licence is sought and the person wishes to provide pool betting, the event, series of events or class of events in respect of which pool betting is sought; where a gaming licence is sought, the game or games to be provided and, if intended to be provided through a gaming machine, the number of gaming machines proposed; and where a lottery licence is sought, the lottery product or activity to be provided.

Where a gaming or lottery licence is sought, the application shall specify the relevant payment to be made to participate and the winnings to be paid to the winner or winners and how those winnings are to be funded. The application shall be accompanied by the relevant information and documentation and, where applicable, such fee as may be prescribed by the Authority under section 38.
